Services

QLF was begun by Nissa Quill. TPR based lesson plans became the foundation for the programs. Student motivation and interest were a prime focus. Through the input of Chris Doherty and Kim Larsen the program grew. QLF has offered programs to over 3000 students since 2004.

Public schools do not have the time, facilities, or funding to offer foreign language at the elementary level during the school day. Summer programs with foreign language as the central theme were rare in 2004. QLF hires experienced professionals and trains them as instructors. QLF regularly has PTA volunteers and youth who assist as volunteers in our programs.

QLF hopes to expand after-school and summer programs in Frederick, Carroll, Howard, and other area systems. We hope to take advantage of grants and donations to maintain a low cost and to prevent inflation from pricing parents out of the program. All students should have access to this enrichment. Please join our booster club and help this happen.
  • Summer Programs

We offer summer programs with partners throughout the region including the YMCA, Frederick Community College, Carroll Community College, Carroll County Parks and Rec., Talley Recreation Center, and others.

Programs may be full or half-day, they may also be in French, Spanish, German, or ASL.

  • Before/After-School Programs

QLF works with local PTA organizations to offer foreign language programming before and after school for grades k-6. Please email Kim at Klarsen@qlfoundation.org for more information.
  • Tutoring/Home-Schooling

Programs are available for ages 3 and up in all the languages mentioned, plus Russian. Please contact us for more information.
We dream of adding an official pre-school program. Your support and donations are appreciated and necessary to the accomplishment of our goals.
“Well, I think it is important that everyone learns English and that we have that process of binding ourselves together as a country. I think that's very important. I also think that every student should be learning a second language. ... I want to make sure that children who are coming out of Spanish-speaking households had the opportunity to learn and are not falling behind. If bilingual education helps them do that, I want to give them the opportunity. But I also want to make sure that English-speaking children are getting foreign languages because this world is becoming more interdependent and part of the process of America's continued leadership in the world is going to be our capacity to communicate across boundaries, across borders, and that's something frankly where we've fallen behind.”
